Hang a heavy duty wall liner directly over the concrete.

Wallpapering directly over textured walls will result in some very unattractive bumpy wallpaper. Use scissors or a razor knife to cut the product into strips or to customize to your space. The trick is to find paper that will not show the texture of the wall behind it. If you see any bumps bubbles or peeling surfaces you won t be able to paint over the wallpaper.
